Live in a coastal state? Try shipbuilding!
If you can pass a hair follicle test then you should try it. Whether you want to be an electrician, welder, mechanic etc (it encompasses a whole lot of different trades) you'll do it under the guide of building Naval Vessels. If you live in or near these states ( Maine, Connecticut, Virginia, Mississippi, Georgia) or willing to move you can join a government sponsored apprenticeship and these jobs are unionized.

Also if you can't pass the test just cut your hair down and abstain from drugs for about 3 months while your hair grows back. Don't go the bald route cause they'll get hair from any other place on your body. After you're hired they'll rarely do randoms unless you get hurt. I assure you there are people there that smoke but they keep it under wraps.
