Helly R outie introduction seems a little inconsistent

I did a late night binge of the first season so my memory might be off but it kinda doesn’t make sense to me how Helly R outie is first kinda introduced as some random person who decided to do good Severence pr. Natalie speaks to her like she is part of the public saying things like “thank you so much for doing this it means a lot”. Then right after we find out Helly is like the head of this whole operation or at least has a huge influence on what’s going on. If that’s so then wouldn’t it be a no brainer that she’s doing the press conference lol. I guess I’m kinda trying to say I don’t understand why they made outie Helly this super authoritative figure if they introduced her like some Jane Doe.
