QIIB Bank screwed me over, how do I fix this?

I had to transfer tuition fees abroad and pay +25k QAR, the bank told me the only way to wire such a large sum is by doing it through a virtual card, so I did, and it was successful.

Then, my semester was cancelled, so I got my refund in full, but the bank said since the refunded amount is on a virtual card, we can not transfer the money to your main account, and you can't transfer the money to anyone, your only option is to BUY stuff with it!!

Like.. What is that? What am I gonna buy? A CAR? How is this even legal? They never told me of this restriction when they opened my virtual card, how do I go about getting my money to my main account?
