CBQ International Transfer Charges

Has anyone else noticed the NEW additional charge of 1.5% on top of the processing fee that CBQ has been adding to international transfers? When asked, they said, "This is from the government". If you ask QNB, they know nothing of this "new" charge. Does anybody with experience with this?
