Elgin grade 315 pocket watch, looking for information on face...hand painted?

Good morning! Im looking for a little more information on this pocketwatch I was gifted. The face of this watch looks entirely different to my elgin manufactured in 1923. The numbers are much thinner and more ornate than my '23, and it almost looks like it could be hand painted...any information I could get would be great!!
