Skin show in S3

I was surprised with some of their dresses. I love the fashion but I was surprised nonetheless. When I travelled to Dubai a decade ago, we were advised to cover our arms and legs and avoid wearing shorts and skirts in public but this show is totally opposite! Is it common in the public to wear revealing clothes ?
