The worst Doctor Who episode

I am very close to finishing Jodie Whittakers run as the doctor. But I believe I have found the worst episode in all of new who. I just finished S13's Legend of the Seadevils, and wow. The story was...ok I guess. I might have expected this episode to fall somewhere in the middle of her run, but it's second to last. The sea devils are uninteresting, there are several times where characters are one place and move to another without explanation of how. I.e. The Doctor and friends are on a ship at sea, bit transport directly to the ship in the sky with no explanation. The action scenes are trying to be thrilling, but are just a cut of a sea devil swinging it's sword and the camera panning to the doctor bent back, like she dodged it, but the sword is just a slight blue flash. Was the budget nonexistent for this episode? I'm scared to watch her finale.
