Executioners Aspect? Where is it?

Iam in Paragon 120, have played with my Barb douzens hours and cant find the executors aspect? Where is it? I leider noch looked at All dungeons but there is no executors aspect. I rececled thousands of items, no executors aspect. What do I wrong? Greets
