Prison withdrawal

Why in the hell does the US prison system force inmates to cold turkey benzodiazepines and opioids??! It’s disgusting, but it’s also a huge liability for prisons - people die in there all the time and they put themselves at risk of massive lawsuits. Why do they do this sick shit to people? What is their reasoning?!!
