Any apps that can simply convert MP4 files to HEVC files?

Having an issue with instagram at the moment where it will happily post HEVC files as reels but won’t post MP4 files as reels.

Was wondering if there are any free converters on App Store that will simply convert a MP4 file to HEVC?
