Does fps matter?

I play on a laptop with 120 fps capped(it goes around 140-150). Just met a person in lobby who says that he plays in cyber cafe as he gets 500 fps. He claimed that i can't get out of plat with 120 fps. It's the limit of my rank with that fps. Is it true?
