NEW free / cheap TLDs - by non profit

why can't we the people form an organization and get our own TLD - top level TLDs maybe a dozen or more

and have them from people for the people at cheap nominal non profit prices?

somewhat like .tk is able to do it

I see hundreds of companies got the TLDs from .google to .canon

why can't we?!
