bug or something else?

I logged in earlier today where my constellation appeared normal, people who I know have been inactive for a while were all 'lighted' or friends who hadn't logged in for the day yet also appeared as such. I stopped playing, logged back in a bit later, and literally everyone I knew was unlighted, even the ones I suspect who have me blocked. So my question is if I relighted these people will they get a notification or was this just a bug for me?
