How do you get Great Hibiscus?

There's a lovely outfit called Melaoa A and I would really love it but it requires Great Hibiscus. I googled how to get it and it says I need to get it from Rysher. Well I did his struggle to survive quest and he doesn't give the option for that in the place where you select what materials he should focus on. Does it drop randomly from him?
