Why are your options limited by movie popularity?

It seems completely arbitrary to not allow movies to be played in response to skips and escapes just because the movie you had in mind happens to be unpopular. This is devastating for a mobile player when you don't have the ability to spam movie guesses. I can get maybe three movies typed in 25 seconds, and if I'm rushed, only one.

This is also bad for foreign movies, since they are always going to be lower on the popularity list.

Maybe I'm missing something and it is more reasonable than I thought?
