Picking institutions on PHS

I have a question.. I see that others receive offers before Academy, but I just started my PHS and have only decided on four institutions to stay local. Now, if those aren’t available, will they still offer me other institutions that would require me to relocate even if I did not select it in the PHS? I’d be interested in relocating, but do not want to select the farther institutions just yet.? Any guidance before I have to submit my PHS please and thank you..
