Why is Pennsylvania allowing local officials to count illegal ballots in the senate recount?

The courts have already ordered that these ballots are not to be counted. These are unsigned ballots and ballots from people not registered to vote. They should send in the police, seize the ballots, and arrest all involved. They can still count the legal ballots.
